It seems like some form of meritocracy is necessary for advancement of science and such. Even ancient Babylon had a form of that with taking the best of the conquered peoples and training them in the ways of the Babylonians. (See the Book of Daniel.)
I may not understand exactly what you are encompassing in the term meritocracy though, so I could use some clarification.
